Key Councils of the Clan  

The Clan shall have councils at every level to discuss important issues affecting the level. There shall be the following councils at the Apex whose functions shall be replicated in essence at all levels:

  • The Cultural and Heritage Council;
  • The Apex Governing Council; and
  • The General Assembly

The Cultural and Heritage Council

Nature and membership of the Cultural and Heritage Council or Apex Council

This top level council is hereditary. It is chaired by Mukalo, the hereditary and cultural leader of the Clan. Membership is comprised of:

  • Leaders/Heads of Patrician Lineages;
  • Leaders/Heads of Branches;
  • The Katikkiro of the Clan who shall be Secretary to the Council

Meetings of the Council

The Council shall meet once every quarter and at end of the year at Kambugu or at any other venue selected by its Chairman (Mukalo).

Main Functions of the Council

The following shall be the main functions of the Council:

  • To give direction and guidance to the operation of the Clan’s customs and traditions;
  • To give direction and guidance to the protection and preservation of the Clan’s heritage;
  • To bring up nominations for the position of Katikkiro and approve the choice made by Mukalo;
  • To approve nominations to the Executive Council/Cabinet presented to it by the Katikkiro;
  • To hear appeals on leadership disputes and succession and property wrangles forwarded to it by the Katikkiro; and
  • To monitor the performance of the Katikkiro and that of the Executive Council/Cabinet.

The Apex Governing Council

The Nature of Apex Governing Council

This council is a monthly gathering which meets at the Clan’s town office at Lubya to review the current status of the Clan, to approve the holding of customary succession rites, and to make decisions on the way forward. It is presided over by Mukalo and chaired by the Speaker.

Membership of the Apex Governing Council

The membership of this council shall consist of:

  • Omutaka Mukalo who shall preside over the function;
  • Leaders/Heads of Patrician Lineages;
  • Leaders/Heads of Branches;
  • The Katikkiro and members of the Executive Council/Cabinet;
  • Mukalo’s Area Representatives;
  • Two representatives from each Patrician Lineage and each Branch;
  • Clan members present.

Main Functions of the Apex Governing Council

These are:

  • To receive Mukalo’s keynote address and comment on the affairs of the Clan;
  • To receive and consider the Katikkiro’s report on administration and management of the Clan;
  • To consider the Katikkiro’s pertinent work plans and budgets;
  • To receive and exchange views on the affairs of the Clan in general, to review current progress of implementation of earlier decisions, and to decide on the way forward;
  • To receive response from members of the Executive Council/Cabinet on key issues raised by members;
  • To receive and consider requests by Leaders/Heads of Patrician Lineages and of Branches to have final funeral ceremonies and succession rites of outstanding deceased clan members conducted.

The General Assembly

Nature and membership of the General Assembly

This is an annual convention of all members of the Clan. Clan members who attend this convention have the opportunity to meet and know each other, and to meet Mukalo in person as well as hereditary and appointed leaders of the Clan. The convention meets during the year at Kambugu, the headquarters of the Clan. It is presided over by Mukalo and chaired by the Speaker.

Main Functions of the General Assembly include the following;

  • To consider the major policy issues affecting the Clan;
  • To receive Mukalo’s annual keynote address on the affairs of the Clan;
  • To receive and consider the Katikkiro’s annual management report;
  • To receive and consider the Treasure’s annual financial report including accounts showing how money has been received and spent, and a forecast of how money will be raised and spent in the coming year;
  • To raise funds to support on-going projects at Kambugu and elsewhere in the Clan.

The Clan Drum

The Clan drum shall be played at all ceremonies, joyful occasions and big achievements in individual members’ homes or at gatherings of Clan members. As customary in all clans in Buganda, one member who knows the clan drum well shall be the one to play drum. The music is reflected in the sound of the drum. The drummer accompanies the sound of the drum with actual lyrics.
